6. Economic conditions, both domestic and international, that encourage free trade and access to markets will help make economic growth and environmental protection mutually supportive for all countries, particularly for developing countries and countries undergoing the process of transition to a market economy (see chapter 2 for a fuller discussion of these issues). 8. All countries should assess how to translate Agenda 21 into national policies and programmes through a process that will integrate environment and development considerations.
