      GENERAL REVIEW OF ARRANGEMENTS FOR CONSULTATIONS WITH
                 NON-GOVERNMENTAL ORGANIZATIONS

 Statement submitted by the International Chamber of Commerce, a
  non-governmental organization in consultative status with the
             Economic and Social Council, category I

    The Secretary-General has received the following statement,
which is being circulated in accordance with paragraph 10 of the
annex to Economic and Social Council resolution 1993/80.

1.  The International Chamber of Commerce (ICC) has closely
followed the intergovernmental discussion of this matter since
the proposal for the review was first advanced and has submitted
both oral and written statements of its views on a number of
previous occasions.

2.  Those statements have basically emphasized the ICC belief
that:

    (a) The United Nations should be broadly open to truly
representative non-governmental organizations;

    (b) The review should basically look to expanding the
substantive involvement of the non-governmental sector in the
work of the United Nations and the expansion of the participatory
rights and privileges of non-governmental organizations in
consultative status with the Economic and Social Council;

    (c) The basic rules embodied in Economic and Social Council
resolution 1296 (XLIV) still have validity and should be
retained;

    (d) The very real distinction between non-governmental
organizations that are truly global in scope and represent
important constituencies with broad concerns and those with a
limited membership and a narrow focus is fundamental to an
efficient consultative process and should not be ignored.

3.  ICC continues to hold these views and hopes that they will
be taken into account during the deliberations of the Working
Group.

4.  ICC has carefully studied the draft resolution
(E/AC.70/1995/CRP.1) and has prepared a compilation of suggested
modifications; this compilation is available from the ICC/United
Nations Liaison Office, New York (Tel. 354-4480).
